Wikipedia gives this as a pseudonym of Ron Ellik and "Fredric Langley".

Amazon prefers Frederic Langley. And here it's "Frederick Langley".

Clute/Nicholls says Ellik wrote under this name with "Steve Tolliver". However, this page says "Steve Tolliver" was a nickname used by "Steve Langley". But that page says Ellik and Langley wrote as "Fredrick Stratton"[1], and elsewhere the site also gives the pseudonym as "Frederic Davies".

[1] Confusion with Buck Coulson and Gene DeWeese writing as "Thomas Stratton" elsewhere in the U.N.C.L.E. series maybe?
