In the Heat of the Light -- speculative fiction?

Hi. I have on hold your submission for In the Heat of the Light. Specifically, I am wondering if this work qualifies for inclusion here as speculative fiction. Hi again. It's been 2 months with no response, so I am going to reject that submission with the reason that the work is ineligible for inclusion due to not being speculative fiction.
