Harper's Magazine shows a birth year of 1863 here. However, that cannot be correct given that the publication dates (also shown at that link) of his three stories that they published are all prior to that year. The Jan 1860 publication date is confirmed by The Locus Index to Science Fiction: 1984-1998 and by Cornell University Library's archive.
