Dilwyn Horvat taught at the University of Bristol, apparently in the mid-1980's. He is now (2011) a Professor of Motor Neuroscience in the Institute for Biomedical Research at Manchester Metropolitan University (UK). An unverified post from a colleague of his says "he was originally from a small town near Manchester – I think New Mills" and that he worked at Oxford University before moving to Bristol. He is a Christian SF writer.
