Dang Manh Kha (family name "Dang", personal name "Kha") was born in Vietnam, was educated at St. John's University in Minnesota, and served for four years as a teacher in El Paso, Texas. In August 1975 he devoted his time to helping the Vietnamese refugees as Assistant Administrator for the Southeast Asian Resettlement Program. In 1979 he lived in Tucson, AZ.
