Locus1 claims that this is a pseudonym for John D. MacDonald, but they are clearly wrong. This Scott O'Hara (1961-1998) was a pornographic film actor and author of gay stories, articles, and books. John D. MacDonald (1916-1986) wrote many of his SF books before that Scott O'Hara was born. MacDonald used the pseudonym "Scott O'Hara" for some 1940s pulp mysteries (not included in ISFDB), and this is likely the source for this error in Locus1.
