Several places list this as a pseudonym for Simon Hawke. Hawke wrote the first six books of the "Steele" series under the "J. D. Masters" pseudonym, while "S. L. Hunter" wrote books 7 & 8 in that series, which may have contributed to this confusion. Locus1, however, claims that this is a pseudonym for Victor Milan. Both Wikipedia's Simon Hawke page and their Victor Milan page claim those respective authors as the writer of those books (as of 2011-02-21), which mostly proves that you can't trust Wikipedia. However, Victor Milan's web site also claims that he wrote those two books under the "S. L. Hunter" pseudonym. That seems conclusive.
