In general, Beatrix Potter's works are considered non-genre because they consist of anthropomorphic animals interacting with each other, and they do not interact with the humans in the world around them. Peter Rabbit is seen by Mr. McGregor, but there is no interaction that would allow Mr. McGregor to see that there is "magic" in this world. In "The Fairy Caravan", the traveling circus is invisible to humans so long as each animal carried a fern seed, so again there is no interaction. "The Tailor of Gloucester" is an exception because the tailor interacts with the mice and becomes aware of their magical abilities.
