Pagination and Table of Contents

The publication record includes the note "Some copies have a binding error, missing the table of contents (page ix)." I have two copies of this publication with neither of them having a table of contents. The puzzle is, page ix is numbered and is the last page of the Introduction. I can't see how a binding error could cause page ix to be the table of contents.
